For the past three years, Tabitha Crowder— a Buchanan County native— has served as director of public works for the city of Bristol, Va. In that role, she oversees a 60­member department that is overwhelm­ingly male and an $11.7 million budget encompassing everything from the city’s landfill to waste collections, street main­tenance, construction and engineering.
