City of Bristol Tennessee employee Frank Neal attempts to cut off the water to the fire hydrant that was hit early on Thursday. The water was shooting over 20 ft. in the air with over 100 lbs of pressure. A backhoe was brought in to deflect the water spray in order for the cutoff valve to be turned.
