Sullivan County SWAT charges Madison Phillips who exited the Maintenance Building with hostage David Woods, Asst. Director of Plant Operations during the Hostage Training event on Friday at Northeast State in Blountville. The Sullivan County Sheriff's Dept., SWAT team and Northeast State Police took part in the drill on campus.
